Maryland Department of Health Master Plan

Beginning in 2018, Carroll Engineering worked with the Maryland Department of Health to complete a comprehensive master plan of 11 treatment campuses throughout the state.  The goal of the project was to evaluate the potential for consolidation of multiple facilities.  The master plan included facilities for Chronic Care Treatment, Developmental Disability Residential & In-Community Treatment, Regional Institutes for Children and Adolescents Treatment, and Court-Ordered Psychiatric Treatment.  CEI provided structural, civil, and landscape architectural services to assess each facility and campus.  Our team provided recommendations for repairs and the feasibility of future construction and consolidation. Recommendations included the need for new or upgraded programs and facilities, disposal of unused properties, and areas where community partnership could reduce excess capacity.

  • Our civil and LA team assessed stormwater management and erosion/sediment control systems, ADA access, vehicular and pedestrian circulation, plantings, and forestation.
  • Structural assessment included evaluations of buildings and exterior infrastructure, including framing, envelope, roof, foundations, fencing, and retaining walls
