Catonsville District Court

The Catonsville District Court is a new, 125,000-SF circuit court facility located in Baltimore County. Officially opened in 2020, the state facility features eight courtrooms, as well as offices, chambers, administrative spaces, and secure detention areas. A 5-story parking garage is also located on-site. The heavily sloped site presented a number of design challenges and required extensive grading and unique erosion/sediment control solutions to prevent runoff. Designs for the new building also included separation and security elements, ADA accessible walkways, limited surface parking, underground utilities, and multiple entrance drives. CEI provided full civil designs for this $55 million project located on a 5-acre site partially within a 100-year floodplain.

Highlights

  • Site designs included erosion/sediment control solutions, such as clearwater diversions, sediment traps, well points, and pumps to dewater deep excavations.
  • We coordinated with MDE for review and approval of stormwater management, which included pervious asphalt, bio-retention areas, rain gardens, planters, and an underground vault
  • The site was designed to maintain separation between the public, law enforcement functions, and the sitting judges and related personnel.
  • The $55 million, 5-acre project achieved LEED Silver certification.
