Located in the heart of Annapolis, this utility replacement project involved the upgrade of aging underground infrastructure systems serving numerous government buildings at the Lawyer’s Mall. The existing utilities that serviced the Annapolis state government campus, which includes the State House, Senate Office Building, House Office, and Government House, had become inefficient, and state officials were concerned about a future failure of the entire system. In 2018, the state approved emergency funding for this $11 million phased construction project to repair and replace steam heating pipes and water lines at the Lawyer’s Mall. The multi-phased project, which was completed in 2021, also involved reconstruction of the Lawyer’s Mall. CEI provided full civil designs for this utility replacement, including utility routing, site restoration, ADA accessibility improvements, erosion/sediment control, and maintenance-of-traffic.
